The NEBOSH Fire Safety and Risk Management Certificate aims to build on the success of the National General Certificate. The Fire Certificate has been designed for managers, supervisors, employee representatives and those embarking on a role with fire safety responsibility and aims to equip holders to contribute to the conduct and review of fire risk assessments and fire preventive and protective measures within most workplaces.
The syllabus is based on National Occupational Standards in Fire Safety at level 3, which has common units with the Emergency Fire Services National Occupational Standards. Therefore the NEBOSH Fire Risk Management Certificate may also be of benefit to fire service personnel developing their underpinning knowledge as part of the Integrated Personal Development System.
The syllabus is divided into two taught units:
The Units are:
- NGC1: The Management of Health and Safety
- FC1: Fire Safety and Risk Management
The first unit of the Fire Risk Management Certificate is drawn from the management of health and safety aspects of the NEBOSH National General Certificate and is examined by the management paper from the National General Certificate. Those who have achieved the National General Certificate or passed Paper NGC1 within the last 5 years will only have to take and pass the second Unit of the Fire Risk Management Certificate, and the Fire Practical Assessment to achieve the new qualification.
The syllabus is divided into fourteen units:
- Health and safety foundations
- Policy
- Organizing for health and safety
- Promoting a positive health and safety culture
- Risk assessment
- Principles of control
- Incident investigation, recording and reporting
- Monitoring, review and audit
- Managing fire safety
- Principles of fire and explosion
- Causes and prevention of fire
- Fire protection in buildings
- Safety of people in the event of a fire
- Fire risk assessment
Examination Details:
The examination comprises two 2-hour written papers and a practical assessment. Each written paper consists of one 'long-answer' question and ten 'short-answer' questions and the practical assessment consists of carrying out a fire risk assessment of a workplace and preparing a short report. All questions are compulsory. The written papers and the practical assessment must be taken at the same centre.
To help maintain flexibility, SHEilds allow students to sit the examinations at their local NEBOSH accredited test centre or a local British Council where available however an additional sitting fee may be applicable.

The NEBOSH Construction Certificate is a qualification both for those with construction management responsibilities and for those who are required to provide routine, day-to-day advice on health, safety and welfare in construction work.
The programmed of study broadly mirrors that of the National General Certificate. However, due to the specific nature of the award, the opportunity arises to cover key construction issues in rather more technical detail than would be appropriate for a general health and safety award.
The Construction Certificate therefore contains additional units and requires a slightly longer programmed of study than its counterpart. It is thus designed to cover general health and safety issues within a construction context as well as placing emphasis on the specific construction issues that make the industry amongst the most dangerous in which to work.
The syllabus is divided into nineteen units:
- Health and safety foundations
- Policy
- Organizing for health and safety
- Promoting a positive health and safety culture
- Risk assessment
- Principles of control
- Incident investigation, recording and reporting
- Monitoring, review and audit
- General site issues - hazards and control
- Working at height - hazards and control
- Excavation work and confined spaces - hazards and control
- Demolition hazards and control
- Movement of people and vehicles - hazards and control
- Work equipment hazards and control
- Manual and mechanical handling hazards and control
- Electrical hazards and control
- Fire hazards and control
- Chemical and biological health hazards and control
- Physical and psychological health hazards and control
Examination Details:
The examination comprises two 2-hour written papers (Papers NGC1 and NGC 2) and a practical assessment. Each written paper consists of one 'long-answer' question and ten 'short-answer' questions and the practical assessment consists of carrying out a health and safety inspection of a construction site, or part of a site, and preparing a management report. All questions are compulsory. The written papers and the practical assessment must be taken at the same centre.
To help maintain flexibility, SHEilds allow students to sit the examinations at their local NEBOSH accredited test centre or a local British Council where available however an additional sitting fee may be applicable.

The NEBOSH International General Certificate has been recognised for many years in the UK as the basis for a sound, broad introduction to the fundamentals of occupational health and safety. The key difference between the National Certificate and the International Certificate is in the applicability of legal requirements. While health and safety in the UK is underpinned by an established and well-structured set of legislative requirements, which cannot be excluded from a national award, this is less relevant in an international context. The syllabus therefore omits specific reference to any national legal requirements but, instead, focuses on international standards, in particular ILO codes of practice. In common with the national award, however, the syllabus is structured according to a recognized management framework.
The NEBOSH International General Certificate has been designed for managers, supervisors, worker representatives and others who require a basic knowledge and understanding of health and safety principles and practices. It provides an appropriate breadth of knowledge for non-specialists in occupational health and safety to enable them to discharge more effectively their organisational duties or functions with respect to workplace health and safety. Candidates are likely to be employees of large organisations operating outside the UK, or of multinational companies already working to international standards but needing to adapt these to accord with local needs and practice.
The syllabus is divided into sixteen units:
- Health and safety foundations
- Policy
- Organizing for health and safety
- Promoting a positive health and safety culture
- Risk assessment
- Principles of control
- Movement of people and vehicles - hazards and control
- Manual and mechanical handling hazards and control
- Work equipment hazards and control
- Electrical hazards and control
- Fire hazards and control
- Chemical and biological health hazards and control
- Physical and psychological health hazards and control
- Construction activities - hazards and control
- Incident investigation, recording and reporting
- Monitoring, review and audit

This comprehensive NEBOSH Certificate eLearning course which concludes with a two-part written examination and practical safety assessment, gives an excellent grounding in the fundamentals of occupational health and safety management. Having completed NEBOSH Certificate eLearning course, you will have the competence and knowledge to recognise hazards and risks, analyse the significance of human factors such as attitudes and perception, and be able to report to senior management appropriate and cost-effective recommendations.

OCR NVQ's
An NVQ (National Vocational Qualification) is a qualification that recognises someone’s competence (the skills, knowledge and understanding they have in a work situation). NVQ’s are based on national occupational standards. These standards describe the level and breadth of performance that is expected of anyone working in the sector that the standards cover. These qualifications consist mainly of units from the health and safety standards developed by the Employment NTO, the government-approved standard setting body for the health and safety sector at the time.
The OCR health and safety NVQ’s are work-oriented and are suitable for those who have real work experience. They are open to candidates of any age, or gender and there are no entry barriers on grounds of race, creed or previous academic attainment or learning. Candidates are expected to have sufficient standards of communication and numeracy skills to carry out the work described in the standards.
These qualifications are designed to reflect the work of candidates with health and safety responsibilities. They recognise the candidate’s competence in the area of Health and Safety practice to national standards.
The standards not only provide the way towards a better practical understanding of health and safety practice but also a benchmark for good practice in this field. Both employers and practitioners can use these qualifications to improve health and safety practice within their organisation. This can be achieved by reviewing current practice against the standards, planning for improvement at individual and organisational levels, and then implementing the appropriate policies for better health and safety. The results will be seen in:
- Improved organisational image
- Safer working conditions
- Increased staff motivation and morale
- Raised standards of work
You cannot fail an NVQ We do not grade your results. You are either competent or not yet competent.
As a SHEilds NVQ candidate, you are provided with a Portfolio Manager and an Assessor, who will guide you through your NVQ, SHEilds aim to get each candidate through their NVQ within 9 Months however you have up-to 24 Months to complete it.
To gain a full NVQ you must collate enough evidence to prove you are competent in the required units. You can then claim a full certificate. If you cannot finish all of the units for the full qualification, you may claim a ‘unit certificate’ that lists the unit or units that have been signed off by your assessor. You may do more than the necessary number of units in which case the additional units will be shown on your unit certificate.
Some of the units in these NVQs appear in other NVQs (such as B5 and C13). If you have already achieved any of the units through another awarding body, please tell your assessor and they will arrange for this to count towards your full NVQ. You will need to present to your assessor your original unit certificate issued by the other awarding body.
You may find that a unit or part of a unit matches something you did some time ago, perhaps in a previous job. Tell your assessor about this. While past achievements may only be acceptable if they reflect what you can do now, you may be able to use your past achievements as evidence for your NVQ.
The awarding body for these NVQs is Oxford Cambridge and RSA Examinations (OCR) and the regulatory body is the Qualifications and Curriculum Authority (QCA).
OCR Level 3 NVQ in Occupational Health and Safety
The OCR scheme code for this qualification is 3943
OCR Level 4 NVQ in Occupational Health and Safety Practice
The OCR scheme code for this qualification is 3944
OCR Level 5 NVQ in Occupational Health and Safety Practice

What is Blended Learning:
Blended learning is a powerful training solution that combines e-learning with a classroom environment for a superior learning experience.
Why take one item from the menu when you can have the buffet?
Enter blended learning. If you know how to choose your servings wisely, you will come away from the table more satisfied, with improved results and a much higher return on your training investment. If you choose unwisely, there are consequences that may slow your progress or even stop it in its tracks.
Four stages of learning
- Stage 1: Initial knowledge and website orientation
- Stage 2: Increased knowledge via eLearning
- Stage 3: Revision workshop
- Stage 4: Examination
Blended learning represents an effective and proven learning model. It capitalizes on the strengths and benefits of technology-based training as well as the classic classroom environment.
